The development of the establishment of UPN "Veteran" began in the period 1959 - 1965 named the Surabaya Branch of the Veteran Company Administration Academy. In 1968, the name changed to the East Java Branch of the Veteran National Development College (PTPN). In the period 1976 - 1994, the status of the East Java Branch of PTPN Veteran changed to a Civil Service College under the guidance of the Indonesian Ministry of Defense and Security. In 1977, the name changed to the East Java Branch of the Veteran National Development University. In 1995, it changed to a Private College with the name UPN Veteran East Java, which was operationally under the guidance of the Panglima Besar Sudirman Struggle Foundation and functionally under the guidance of the Indonesian Ministry of Defense and Security. In 2007, UPN Veteran was operationally under the guidance of the Education and Housing Welfare Foundation, which was functionally under the guidance of the Indonesian Ministry of Defense. In accordance with the development and progress that has been achieved, UPN Veteran East Java is projected by the Ministry of Defense to become a State University (PTN). On Monday, October 6 2014, President of the Republic of Indonesia Susilo Bambang Yudhoyono signed an inscription marking the ratification of UPN “Veteran” East Java as a State University.
